Rockets are HEAVY WEAPONS... they are supposed to be strong. Why else would you only get a couple shots for it?
Snipers kill one shots ONLY with headshots. If you're up close it's a lot harder unless you know how to quick scope well. Fusion rifles don't need headshots for a 1 shot kill.

in my experience you need to be somewhat close to the guy or lucky enough to spot some mag sitting out in the open....try moving around maybe? :p
