Yes. Check my stats - I put 418 crucible games on my Titan until I finally gave up and leveled a Warlock in a hurry so I could get more competitive. The only reason I didn't went Hunter instead is because around that time there was talk by Bungie that they were going to rebalance the classes and I figured the Hunter would be nerfed. Now I kind of regret it and as soon as I'm done with Iron Banner I'll take a few days to level a Hunter to 20 and switch my weapons to it.
Basically it boils down to the supers. Titans have to go where they want their super fired but never make it there because they don't have the armor, Warlocks can shoot it from a distance but still need their targets to be lumped together, and finally the Hunter has 6 or so seconds of invincibility where he can put his super on players one by one and they don't need to be in a group, he'll just pick them one at a time. As a result, the Hunter's super is a guaranteed multi-kill, Warlocks sometimes and Titans a single kill most of the times (hence the panic joke).
