Perhaps instead of being an exotic have them be even harder to accomplish than what you said but for a new tier of armor/weapons. Let's just say Fabled for right now. And just for shits giggles let's say having one of these lifts the exotic restriction when equipped. Maybe not the last part. Those people would be gods in pvp.
