You can still Surf, but the moment you pass through a loading area, you will immediately sit back down, thus ensuring that no one else will ever see you surfing on your sparrow again, ever. =(

It's already ridiculous that they have 9.5 million registered users and only one model for transport in the entire freakin' game. (Pikes and Interceptors don't count until you can get Dinklebot to summon you one, aight?) Clearly we need new vehicles, and clearly a hoverboard of sorts would be welcome. Not to mention compact and totally rad.
