Why are hand cannons weaker in PvE? I loved 1 shotting dreg and 2 shotting vandals... :'(

I killed 6 Goblins and 2 Hobgoblins with a precision shot each with my Hawkmoon. Working as intended.

I still 1 shot dregs and 2 shot vandals with headshot, Hm.
