exotic stats are set, not random

The perks are static. The Int/Dis/Str modifier is not static.

every praxic fire I've seen had discipline, if what what your is true :( sucks

I don't have HoPF but I've constantly had multiples of some exotic. for example atm, I have 2x light beyond. with max strength on newer one better by 15pts, so im levelling the new one because it has a better stat.
