Considering manual placement of the Intergalactic Communication Network, dubbed ICN or colloquially the HoloNet, to be far too dangerous, each "buoy" for the network is constructed and launched into deep space with orders to stop just on the edge of communications range in all directions. Eventually, galactic coverage should be achieved.
