Google: Xur. Or just look at your map early Friday morning and see where people are bunched up.

He is available from 9 am UTC Friday through 9 am UTC Sunday, at random locations in the tower.

He's in the tower from 1am Pacific Friday to 1am Pacific Sunday at a random location each weekend. You can generally google his location each Friday.
