Can a level 28 do the Vault on hard?

I could be 29 right now, but I am working on upgrading my hunter with shards ATM. Would it be possible to do it on a 28?

AoN Deranged

It can be hard to take a 29 thru at times. I can't tell you how many raid groups I've been with that couldn't make it because of the 29's not pulling their weight.
