He declared himself to be T9, but he was game breaking. Before he started voiding the rules he was a T7.

No one else is because they all get to reap the benefits. He game broke when he declared war on multiple countries and declared himself victor of all of the battles within twenty minutes of his declaration of war...

I only attacked people who I thought were gone and people I could convince to surrender

If they were gone then why'd you attack them? isn't that unfair as well, attacking while afk?

Ktan added a rule that says if they are AFK you can conquer them after declaring war and going an hour without a response. But only if they haven't declared that they were AFK.

I've also taken over a lot of different country (the country was given to the one that started it) and I almost never was given credit and didn't get leveled

No one is really going to give you credit... You kind of have to take it yourself. If you attack a country and conquer it that's obviously a kill but if there is multiple people attacking one an assist counts as a kill
