At what rank do you start getting shaders from the factions?

Not sure, I'm rank 10 in dead orbit and still don't have any shaders.

I'm level 21 of Dead Orbit and I've never gotten a shader.....

20 u get the all black one, on the other hand why the -blam!- level 20
