You can get as many people as you want to sign the petition. It WOULD NOT be possible to give it as a free dlc. Many people have already bought the dlc. There is no possible way bungie could give the people that paid their money back.

I have the expansion pass and think some dlc should be free, maybe mot the ones we already paid for but the only real way to get that rich cinematic story we were led to believe the game has, would be dlc, and we already paid for it.

Have I asked for a specific DLC? No. I have asked for the story to be reworked and that can only be done with DLC or patch depending on the wording you prefer.
