Depends. They're both good in PVP and if you got the shot in first, it hardly makes any difference. For PVE, Vanquisher if I'd like to use Ice Breaker.

Maps like First Light it slaughters people like crazy. Camp point B on the overlooking ridge and wait for the kills to roll in. Odds are they won't even know where you are killing them from. Close maps like Twilight Gap are full of shotguns so I prefer Hard Light though. Higher RoF and over penetration lets me hit multiple people down a corridor.
