I dont think consoles are able to do so massive actions on one place - every game is like 8-16 players same as was in GTA. Seems its not possible on consoles - maybe if they will do it for PCs than we can expect massive invasions and a lot of guardians on one place, why GTA V had just few players on map too? That is bad side of consoles.
