There is no proof of This being fully "finished" before release so stop being so dramatic, they aren't making you pay for this you have a choice so make a decision and stop wasting your precious time.

Exactly, yes they have parts of it, such as a couple halls of crotas end, and a bunker underneath old Russia, but no full raids, and the occasional unfinished AI enemies, but no raids or strikes
