The vex shoots faster than all hcs except the last word and maybe thorn not sure..
No legendary hc 2 shots... 3 shots minimum. Only exotics can 2 shot

I think its not good to measure any balancing based off of the 1st IB since it was broken as hell. My evidence is from crucible where the vex was definitely dominant pre nerf
