from what i have read in different interviews and stuff, they are talking of including matchmaking in the raids. since people are complaining so much about not being able to do raid runs, because they can't find a group to do it, even though you can have 100 members in a clan, they can't find people to run the raid. so now bungie might be adding matchmaking just for the whiney cry babies, that have 0 friends so they can't get 5 other people to fight atheon.
