Bungie hasn't given us an answer and until we get answers we should assume the worse because that is what silence implies. The mediocrity of Destiny is the result of the greed and incompetence of the people at the top trying to manipulate it to get more for less. This is a very common trend that we have seen consistently in the last few years of video gaming. Developers are no longer building video games that intrigue us because they match the complexity of our human intellect.
Instead.
Through a combination of greed and sloth developers and publishers are learning to prey on our worse traits, to appeal to our excessive need of self validation and stroking our own ego. To make money off of convincing us we're special because we're good at a game that everyone else is just as good at too. They know we wont recognize that; when everyone's special, no one is. They know that we're gullible and that hype is contagious,

They have learned to exploit the purest form of human intellect, our hope.
