is this not downloadable content focused on story mode? If anything we see destiny as a generic storyline in which goof prevails at the end. You say its half finished but i truely belive their was an ending. The dlc is going to add more single player missions. These are just side missions if anything. We can also see that in other games like gta IV their was singleplayer dlc and it was sucessful.
