A person who is cis identifies as the gender they were born into. A person who is not cis does not identify with the gender they were born into.
Edit: this is my understanding, I could be wrong in some form or another.

Not really long ago, at least that I know. Declaring one-self as cis is just a way of stating "Yo, I know about the stuff. I know about trans* issues. I'm an ally". It also helps to de-normalize cis, thus normalizing trans- In general, it's just a way of saying that you are an ally.
