How is leveling up to 20 and then being able to use them earning them? Its paint. Simple as that. Should be able to paint something in game just like I can in real life. Getting a legendary. Yeah, go out and explore, earn coins and buy an exotic. Shaders? Make them buyable. It makes more sense unless its like knightblood or wizard fire or some crap like that. Make that earned.
