You do realize that you can shot people while they are blinking if you time it right? Also there is a moment that they are ripe for picking as it takes a slight moment after they blink to bring their weapon up. Pull up your shotty and blast them point blank when you see them charging at you.

That's the point. If you can't defend against it, then your play style is at fault, not theirs. You have a weakness that their strengths can exploit. It's no different from someone with vehicular skill running a vehicle, or a sniper who finds a cozy spot and picks people off like lemmings. If it bothers you, adapt and survive.
