i just had a thought...if the internet is already having trouble with all the data flowing between the player consoles and between the consoles to the servers then a bunch of extra shaders might cause even more data to have to flow?
so could the lack of new shaders be intentional until they sort out the menagerie? i got eel error today for the first time ever. now i see that twitter is down.
or maybe they postponed adding new stuff while they work on other things that are more omg to them like nerfing?
hmmm it makes you wonder what the panic level at bungie hq is like these days.

No because the lady at the tower has enough space for shaders, a weekly refresh wont take much data.

Well, unless I misunderstand your meaning, the active shader just defines a color variant (read: texture file) per armor item. This shouldn't be added overhead, as the game has to load the model and a texture anyway. Their server issues may coincide with 3D asset loading, but it's not likely anything to do with shaders, specifically.
