The differences in Iron Banner have been so abysmally low that people have been raging about it since It's inception. Hell I was still rocking 2.0-3.5 KDRs with my level 4 alt using a hand cannon.
Iron Banner slightly increased damage done by high levels to low levels, but didn't decrease the damage they receive.
