As this game has MMORPG in minor effect you can realy on several main facts
1) farming
2) Grinding
3) Nerfing
Noobies will never be left behind, plus with new content comes more venturing and new shiny trinkets, thus meaning that the older strikes or even the likes of shards will become more abundant. adding to this if they gang up with some higher level mates they can carry a person through the raids, and more raids each week means more gear to grab! I tried WOW on an off chance a year or 2 ago, and within days i was well passed my old cap that took me months before. I could relog to DCUO and carry on where i left off 1 year ago and be raiding with the top gamers in days.
Remember population is key to any success in gaming, nerfing boosts population. it just devalues all the gear you found a hassle to get in the first place
