It's not about having to pay for DLC, this game was always going to a DLC heavy game. But they cut too much content from launch, you shouldn't have your first two DLC's 100% ready to go before the game has even launched. If that's the case then at least one of those should have come with the launch content. You can have a game plan for later, you can have DLC's in the works, but most everybody (including internally at bungie if you read/believe that reddit post) believes that bungie/activision took the launch content and gutted it be sold as the game and the first two DLC's.

I have no problem with paying for dlc but if the story is incomplete then I'd like compensation
