I just played a game and I couldn't get anyone's shield down and I'm level 27/28 depending on gear! Did they try fix it but -blam!- it up? I was also getting warlock punched to death from about a mile away so it could have been lag. I was shooting everyone dead on in the head and no damage was coming from my upgraded legendary/exotic weapons.
