The damage sure as hell is the same regardless of Attack/Defense/Level. You MIGHT deal 30 damage instead of 32 (Galahad/Shadow Price style AR) if you're several levels below the enemy with 150 less Attack. Which makes... absolutely no difference because it will probably take the same amount of shots to kill. Power doesn't matter any more in Iron Banner than in regular Control. Unless higher levels have extra health, which they don't seem to.
