I've seen discussions and videos stating that the Iron Banner is ONE big lie, including that weapon and armor stats don't matter. So, I decided to test this. I used the Cydonia-AR3, an uncommon auto rifle, for this experiment. I'm a Lv29 Hunter.
For my control experiment, Crucible : Control.

Then, I went to play the Iron Banner, and check if there's was any difference. Surprisingly, there was!

Later, in battle with another fellow player, I dealt more damage than usual. I was bewildered by this new outcome. Next time, I decided to pay more attention on the level of the player that I was fighting against. I did discovered something. It appeared that I dealt more damage to low level players.

I know that range plays a role here, but after dealing 28 damage to a Lv28 Titan in close range, and 32 damage to a Lv13 Hunter in mid-range begs to differ.
In my conclusion, weapons stats don't matter, but level does. I believe this what it means by Level Advantage Enabled; damage depends on the level of the player you're fighting against, I think.

[b]As a side note:[/b] Yes, they're rewarding legendary weapons and armor in the playlist. I earn the Timur's Lash, hand cannon, as a reward for winning a match in 2nd place.
