Im not saying this to insult you, so please dont get offended, but honestly your video didn't prove anything to anyone watching it closely. You are not a bad player, but for ninety nine percent of the video you were amongst friendly high level opponents that were blasting away on the same target as you. Your bullets weren't doing a whole lot of damage as you were shooting the majority of a clip into dudes head and he didn't go down, but the others around you would wreck them.
I dont know whether or not there is a big diffdrence in gear, the lowest level I played against was a 26 and there wasn't much, if any difference between us (I am lvl 28 with my legendary helm on). Please though, don't use something like that video to demand anything from bungie. Get some more concrete evidence, and if it is solid hell man, I'll scream at 'em right along side you.

This. Meanwhile, I've seen a Level 29 Hunter take my level 23 Titan's Fist of Havoc head on and survive. Frankly, that was all the proof I needed that Level Advantages were enabled.

A level 30 ate two shots from my golden gun before he went down! I almost lost the kill because I fired once and went to move on to the next one.

Well said. I am always surprised when FPS players cry about being killed by the one guy they saw and were shooting at, when they were soloing vs. a squad w/ teamwork. Wake up and stop your crying. Stick with the TEAM dummies.

Just watch your radar. Something I working on now is seeing the three enemies on my radar and backing off if I don't have backup.
