That would make sense, but a level 30 shooting at a level 4 shouldn't ever work out like that. If you have enough power, skill doesn't mean anything.

The main problem I have with that comment is I use a fully levelled auto-rifle that does 32 damage on a headshot in normal crucible, and it does 32 damage on a headshot to a level 17, level 28, level 21, etc. in iron banner. Those numbers should never be the same with the same exact weapon.
