IW is part of Activision...
Rockstar doesn't publish games from other people (Take 2 could though, they are just R*'s [u]distributor[/u])
I would say Take 2/2k since they published Oni for/with Bungie. But they already publish something very similar, borderlands. So I guess Gearbox won't like that.
Then I'd go for Bethesda or Ubisoft (as long as the 3 games in 10 years deal stays the same).
