You're both right, as I pointed out in other posts though, we wouldn't be talking about any of this if there were more things to earn/win in the first place. One legendary engram for 20 hours of gameplay, which then turns into ass shards, is not enough to get people to continue like lab rats. But the alternative is to up the rates, and then everyone gets bored because there's only like 3 exotic helms for each class, for example. So Bungie is left trying to convince people that this fence painting is exciting enough to keep us playing until the next money grab. They're lucky they did the shooting stuff well, cause for an MMO/RPG/loot game, the content for all 3 of those genres is severely lacking.
