In pvp they don't because they're all muffed down to balance out each other. Bungie isn't deciding things based strictly on Crucible.
Regardless of that though, Titans do have much more armor than Hunters and Warlocks.
Titans get armor
Hunters get agility
Warlocks get regeneration

It's not that much more anywhere, anybody who calls a titan a tank needs to level up a titan up to at least lvl 25.

It's a noticeable difference. I've played my buddy's level 28 Titan and the bullets just rolled off of it compared to my Warlock and Hunter.
