Walkin around the Cosmodrome doing nothing and just found it after killing a Stealth Vandal on my way to the Rocket Yards.

Impossible to get an Exotic weapon drop from any enemy. Unless you're in the VoG and kill a boss.

Well im not lying. (As far as i can tell :P) i mean, i know i was at the Cosmodrome, but not doing The Devils Liar. Just walkin around, shot the Fallen in the face, then saw that. Picked it up, nearly shit my pants when i found it to be Red Death.
