Basically while playing the game i have come across this increasingly commonly where players while on a mission or during a public event will hang back until the target of the bounty is at very low health and then run in at the end expending all their heavy amunition/super to ensure they gain the kill.
I literally had a team-mate on the Sepik's prime mission just follow us the whole time outside of combat with the enemies and at the last minute came in and landed the finishing blow on the Fallen Walker, danced, then quit.
And about 30 mins before finally deciding to write this up was again a Fallen Walker event where i single handedly took the walker down to ~5% health for a random player who was waiting by the entrance to "steal" the kill.
I know the bounties award everyone in a fireteam the kill if any member lands the last shot but can it not be coded to award all who damage the enemy or even the player who deals the most damage?

That keeps happening to me too. I'm still stuck at one walker kill.
