1. Make it so the level of dropped gear matches monster level or within 1 - 2 level range. (Example: level 8 enemy killed, any rarity gear dropped should only be for levels 7-9. Regardless of players level that killed it.)
2. Change odds of rare / legendary drops to have very low chance from regular enemies. But higher chance from elite enemies and bosses.
3. Change it so only legendary random gears can possibly give strange coins. (The reason why so many haters from Xur is because farmers have tons of strange coins from decrypting rares making the gear he sells very affordable.)
