At what point do developers/publishers become responsible?

So I bought this game thinking that it would the the epic first person space adventure that you could share and play co-operatively with your friends online. For the first time I really feel like I was lied to about a game, like the game was falsely advertised. There are so many things that you see in trailers that aren't in the final game, so many things that they talked about that aren't present or are simply not true. Everyone keeps saying that it is a game that will be added to over time for free, but I just have a gut feeling that this will not include the things that we are looking for, such as satisfying story missions, raids, strikes, and pvp maps. I really believe that Bungie's version of "content" that we will be getting for free are things like the Queens Wrath which is just the same old missions to get gear with no unique stats or passives and just a different color than what we can already find in the game. Im just so disappointed. I did get all hyped about this game, which is something that I will never do again because I am pretty sure that I will just be disappointed. And now that there is proof coming out showing that they did cut content and that the content is to be the DLC, which I stupidly bought because I have the limited edition. This isn't the game they promised, this isn't the game they advertised, so I ask you, at what point to do developers/publishers become responsible to the point where they need to provide content for free. If you look on the internet like I am sure you have, you will see that there are fully playable areas that have been cut off to us for seemingly no reason. People will say that they are unfinished but is that really true. There is evidence showing that the first DLC file size is under 10 Mb, which means that the content was already on the original game file. I don't know anymore. Congratulations Bungie/Activision, you stole my last bit of innocence along with $100. Let me know what you think.
