This is common practice among developers. It's not some new thing Bungie or other companies have just begun doing.
It's not a cash grab scheme modern gamers are quick to cry about. No, they add these things to game code for completely different reasons. The key reason being; testing and compatibility.
Tell me one game that hasn't been "data mined" to find future dlc in the games file. You probably can't, and if you can, it's probably because the game simply never had any dlc planned.
Krieg and Gage were in Borderlands 2 game files from the beginning, and were there for compatibility and internal testing. That's why you saw Krieg class items drop when they partially unlocked him a few weeks earlier. Same with Gage.
