I actually think that % is a bit high, Krunk. I've only gotten one green item for every twenty blue engrams ive decoded. Then again, it may depend on your Cryptarch level which is rumored to give bonus chance to each engram decoded. I used the term "rumor" loosely since this hasn't been confirmed by Bungie yet.
