What this would mean.
For all of this assume you're level 20.
1. You can get a max of 10 green drops before the next is guaranteed to be blue
2. You can get a max of 20 blue drops before the next is guaranteed to be purple
3. You can decrypt a max of 30 blue engrams before the next is guaranteed to be a legendary
4. You can decrypt a max of 5 purple engrams before the next is guaranteed to be a legendary
5. You can decrypt a max of 30 purple engrams before the next is guaranteed to be an exotic
6. You can participate in 20 full PvP matches before the next rewards you with a purple engram
7. You can participate in 100 full PvP matches before the next rewards you with an exotic item
(Same thing with strike rewards and such)
Let's say you find 100 purple engrams. If you are unlucky enough, you will never get a legendary. This system would alleviate the aggravation caused when RNGesus does not like you.
What this would mean is no matter how bad your luck is, you WILL get rare items if you play enough. Randomize the maximums +- 2 so it can't actually be calculated by the user.
This post was made after reading about a guy with 8 days of play time who has never gotten an exotic other than through Xur.

You do realize that, that's what the shops selling legendaries for? Or rather, the reason they have shops that sell legendaries for that very reason. It's got to be... It's the only thing that makes since. I mean, look at the way it's set up. Starting with reputation of said faction. Rep. Is kinda reliant on how much you [i]actively[/i] play the game. It can't be a stat just based on time, because people would just tape a thumb stick and walk into a wall all night while they sleep. It can't be just for killing enemies either, because when people [i]spawn farm[/i] they increase there chances for loot. Thus, reputation should have to be based on doing missions and side quests (patrols). Moving on... Vanguard/crucible marks. This is something that kinda reflects time as well oddly enough, but it actually puts a limit on how much time is played in a certain period of time, ie: one week. This prevents players from becoming too powerful too quickly, also keeping the community somewhat balanced. So as you play, you may be that unlucky player. So even as an [i]unlucky player[/i] you can still get legendaries. What if [i]said[/i] unlucky player plays games all day and night? This vender system prevents such players by limiting how much currency they can obtain in a week; in-turn limiting how many legendaries they can get at a time. That's all I got for now... Enjoy! :p

*sigh* I played 4 games of crucible, rekt everyone and got nothing. next game i did shit and got 2 items. The loot system is broken to all hell.

This idea sounds good but would be exploited heavily. Unless they make a nerf that stops enemies from dropping anything unless their alive for so long (say 10 seconds) after spawn to stop the loot farmers.

Great idea, but I would have a couple exotics already and im only lvl 24. exotic needs to be ZOMG POOPS HOW THE PINAPPLES DID YOU GET THAT! I think making it like, 250 pvp matches because I think that it would take a LONG time to do that but in the end it would be worth it.

This system is already in place. When you do pvp or strikes you get tokens that can be used to get guaranteed legendaries. If you did 100 token for each the first two weeks you would already have a full set of legendary gear and working on weapons.

Nice idea but that would make farming areas literally 10x better. I'm not against farming but loot would be obtained too easily then.

Interesting concept, but too late for that sadly. The games whole loot system would have to be reworked.....and I know for a fact Bungie won't do that.
