Personally I believe a good way to meet people is a shooting range. A mini game if you will. Not only can it be a small tutorial but also it could level up a new gun to a certain point. You could also meet people at this place, see their guns in action without the hecticness of on coming cross fire.
The good thing about the shooting range is that damage doesn't matter. Its all down to accuracy and speed. Not shooting over and over.
Just a thought.
