Transfer character?

I am going to start playing on my PS3. When I save enough money for the PS4, will I be able to transfer my character/progress from one system to the next?

I'm wondering the same thing. I have it on x360 and planning on getting the dlc for it but I want to know if I can carry everything over to xbox one.
