If every single gang and drug cartel in the Americas combined forces could they take down ISIS?

I would say yes. Funded and armed by the cartels, they would make pretty short work of ISIS. Remember, the Zetas are former Mexican Special Forces. They alone would do some serious damage.

Then in Iraq, while they have been stopped from advancing, are still fighting the Iraqi government, Iranian backed Shia militias and are facing US airstrikes... The cartels are organized crime groups who face the Mexican military...

The Islamic State's troops at the end of the day would out last the cartels with a much more appealing organization for new recruits.
