Skip to about 24:00 minutes into the video. Luke Smith then says this....
While a raid team is attempting to break into the Vault of Glass, you may stumble across.....and see these 6 players building something
I don't know, but that sounds a lot like some form of creation mechanic/forge type thing.
Any thoughts?

Ive seen a few hints, like in the credits it says "sandbox".

I'm not saying Destiny will have a separate "forge mode." listening to Luke it sounds like there could be a form of puzzle solving in the Raid that could involve a mechanic like we are used to playing around with in forge. Consider something like this: While in the Raid lobby, two (or some number less than the full 6 player team) Guardians are selected to be the 'architects' of the raid team. The 'architects' have the ability to manipulate the environment in some way that will allow the rest of the team passage through an otherwise impassable environment. The other team members - lets call them 'spotters' - are integral to the solution in having to provide call outs for item placement or some other piece of information the 'architects' might require. Wild speculation? Yes! Luke Smith was not talking about Bungie building the game when he used the words "building something." It was definitely in reference to player actions. It may be nothing, but this has peaked my interest in Destiny even more!

This will not be a forge mode. Just a way to get into the vault.
-
He is referring to them "building" something to enter the vault...Just entering the raid is a puzzle. Took one team Bungie put together 16 hours just to open the door. There is no forge mode.
-
Its about entering the Vault. While youre outside roaming, youll probably see 6 people trying to open the door to the Vault. And besides, there could never be a forge to this game because everything is accessed and ran through their servers. Things like Forge are saved to your console. They dont need/want to be wasting their space with things like that.

Nope, as stated bellow its a reference to the fact entering the raid is a puzzle that needs to be solved.
