Chances are, once I've completed Destiny's main story campaign, I'll want to play it again... likely with my Level 20 character. This won't be as much fun if the enemies I'm facing in the prologue mission are still Level 1.
In the Beta, you could only crank up the difficulty to 3 levels higher than the default difficulty. So, my message to you (Bungie) is this; if the game doesn't already have a Level 20 Difficulty setting for all the Story Missions (including the Prologue), then please try to patch it in post-launch via Title Update.

you can become a level 30.

There's the daily story missions. Which sound like end game scaled with modifiers, like void resistance to do. I don't think you'll just be able to choose any mission any time and have it be lvl 20+, but there is a way to play the story missions at end game difficulties.

I believe that they were called 'Nightfall' missions, with additional challenges and enemies scaled up.

consider the ign video of the dev running around showed the guy getting decently damaged despite being level 28, it´s clear there are limiters in effect, so running around as a level 20 guy in Old Russia won´t make you the unstoppable god ya think you be, even without a lvl 20 centric difficulty.

Dat mission 2 Archon on level 20+ tho
-
There is hard mode for everything and high level versions (level 20+) of all non-endgame content.

Three things 1. Yes 2. Yes 3. Yes please
