It's also probably a stand in kind of thing. Eventually it'll probably have an actual level. It could have been a place holder like those level 30s at the one area to stop you from going to a certain point. Probably easier to put some high level enemies to stop us instead of put a wall up. Also it was damn fun avoiding that guy to get the chest behind him. Me and this random dude pushed him off the edge with my sparrow so we could go in freely. :D Anyway yea they may have some people like that in the game but my guess is they'll have levels. I hope there are though it's fun finding people that we have to avoid.
