Yea. They have factor things for saying stuff. In Skyrim; If you, for example, become the Theives Guild Master, then the gaurds will have a few lines activated in accordance to that. Same thing goes with races, leveling, gear, ect.

Yeah, I know from playing a shit-ton of Skyrim that people will make comments based on your decisions in the game, and based on your race. I just didn't think they'd put such a racist comment in the game.
