I wasn't a big ODST guy but I think there was rain in there. I could be 100% wrong. I haven't played till' a ear after release.
Reach had something too. (I think). I've just been too busy to replay those games.

Yes, they both had weather.

I think one of the levels it was raining but no effects on the screen as if it was running down your visor, no effect on enemy site distance, it was not like weather that happened it was just on that level.
