Gandalf, just like Sauron, is a demigod. He's locked in a mortal form and cannot use his powers to their full extent against Sauron and his allies, but his still no human. As Dumbledore isn't Sauron, Gandalf may be able to unlock his powers and become Olorin, but even if he doesn't, his soul is immortal. As he hasn't locked it up in a physical object like Sauron did, it can't be destroyed. Dumbledore may kill his body, but he will always come back, possibly more powerful, or even in his true form.
